  1. ACIP quoted in article by BNA, “‘Compromise’ Immigration Measure Would Overhaul Work Visas, Mandate Use of E-Verify”

    Bloomberg BNA, 04/22/2013 –

“A comprehensive immigration bill introduced April 17 by the Senate's ‘gang of eight’ would make sweeping changes to employment-based visas and temporary foreign worker programs, require all U.S. employers to use E-Verify, and allow most undocumented immigrants currently in the country to apply for legal status and ultimately citizenship.

“...‘The current U.S. immigration system is holding America back from greater growth and innovation. We need a system that is efficient and embodies the needs of U.S. employers and the American workforce, allowing employers to access and retain critical talent, and we stand ready to work with all policymakers to ensure that it does,’ American Council on International Personnel Executive Director Lynn Shotwell said in a statement April 17.”

  2. ACIP Question of the Week: Client and Other Employer Worksites

ACIP would like to thank the 69 members who responded to this week’s Question of the Week, which asked a series of questions surrounding client and other employer worksites.  The results showed that of the respondents who are non-profit organizations, almost 39% have H-1B or L-1 employees who work on projects at client or other employers’ worksites, while approximately 61% of those respondents do not.  The results also showed that of the more than 72% of respondents who are for-profit organizations, over 38% have H-1B or L-1 employees who work on projects at client or other employers’ worksites, while more than 61% of those respondents do not.

  3. From the Agencies: A Message from ACIP’s Manager of Agency Liaison

Hello ACIP Members.  April 1 has come and gone, H-1Bs are filed and spring is here, so it’s time to sit back and do a little light reading, right?  Can I make a recommendation?   It’s called the “Border Security, Economic Opportunity, and Immigration Modernization Act.”  It’s a breezy, 844 page Senate immigration bill that could completely change the way you do business.  Don’t worry, I won’t spoil the ending!

The ACIP governmental affairs team is dissecting the bill for hidden treasures - including me, but Lynn Shotwell and Rebecca Peters are doing the heavy lifting.  We’re working on a detailed summary which we will release next week.  In the meantime, it’s time for my monthly agency update.

    • A few highlights of the Senate bill from the agency perspective, including expansion of the CIS Ombudsman’s office and creation of a  Bureau of Immigration and Labor Market Research

    • An update on the automated I-94 including a timeline for rollout and its effect on agencies outside of CBP

  5. “An immigration bill worthy of support”

    The Washington Post, 04/16/2013 –

“SOMETIMES, POLITICIANS can surprise you, even in Washington. After months of hard bargaining, a bipartisan group of eight senators has produced a sweeping proposal to overhaul the nation’s immigration system. The legislation would revamp almost every major program affecting immigration…

“…The legislation is a milestone of pragmatism that, through tough trade-offs, would bring common sense to a broken immigration system that has come to symbolize dysfunction in Washington. Despite its sensible and necessary reforms, the bill faces stiff headwinds, especially in the House.

  6. “Secretive House group breaks silence to praise Senate immigration bill”

    The Hill, 04/17/2013 –

“A secretive bipartisan House immigration coalition has broken its official silence to applaud the release of comprehensive Senate legislation, with eight members saying in a joint statement they hope to reach their own agreement ‘soon.’

“‘Americans want to see the nation's broken immigration system fixed, and they know it will take bipartisanship to solve this problem in a sensible and rational way. This week, a bipartisan group of Senators stepped forward to introduce their proposal, and we applaud their effort,’ the group said.

  7. “John Boehner Considers Breaking Immigration Bill Into Pieces”

    The Huffington Post, 04/17/2013 –

“House Speaker John Boehner…looks likely to try to move immigration reform through the House in a few separate bills, rather than in one comprehensive piece of legislation…

“…A piece-by-piece approach is favored by House Judiciary Committee Chairman Bob Goodlatte…whose committee is the point of origin in the House for any immigration bill. Goodlatte is expected to begin moving isolated pieces of legislation in the coming days.

“Boehner wants to defer to Goodlatte…largely out of respect for the widely felt animus among House Republicans against any attempt to pass a ‘comprehensive’ immigration bill.
